How we calculate this
  • Prices are Microsoft list prices in AUD as published in October 2026, excluding GST: Power BI Pro A$21 and Premium Per User A$35.90 per user per month (paid yearly); Fabric capacity A$0.2992 per capacity unit per hour pay-as-you-go, or A$1,558.52 per capacity unit per year on a 1-year reservation (Australia East).
  • Microsoft can change these prices at any time. Check current rates on Microsoft's Fabric pricing page and Power BI pricing before you budget, and note that your own agreement may include discounts.
  • "Paused outside business hours" assumes the capacity runs 12 hours a day on 22 working days a month.
  • The capacity size is a starting point: larger models and heavier workloads need larger capacities. Implementation, storage and other Azure services aren't included.

It applies Microsoft's licensing rules. Pro doesn't include Premium features or Fabric workloads. Premium Per User includes Premium features but not Fabric workloads. Any Fabric capacity covers both. Below F64, everyone who views reports needs Pro; from F64, people who only view reports can use a free licence. People who build and publish reports need Pro on any option.

When enough people only view reports. An F64 costs more than a smaller capacity, but it removes the Pro licence for every viewer. The calculator compares both for your numbers. Our guide to what Microsoft Fabric costs in Australia explains the threshold.

Premium Per User gives individuals Power BI Premium features, such as semantic models over 1 GB, up to 48 refreshes a day and the XMLA endpoint, without a capacity. Everyone who uses Premium Per User content needs a Premium Per User licence, and it doesn't include Fabric workloads. Microsoft describes it as more cost-effective than a capacity for fewer than 250 users.

Yes. To create and share Power BI content in a workspace other than their own My workspace, a person needs a Pro or Premium Per User licence, whatever capacity you use.
